Not something I’ve heard of before ” A duty of candour”. Sounds like something that the chap who led the Charge of the Light Brigade would stick too over a few rounds of port on the after battle mess dinner. Yes it sounds rather quaint and old fashioned, a relic of the past.
“No need to mention that , there are things that aren’t said amongst us gentlemen” . It was understood.
Fast forward to now and it is not acceptable not to tell the truth, the real truth, no matter how hard it is.
If things are to get better and if people who are in positions of authority are not to be encouraged to hide their failings and faults then yes, they need to be scrutinised and be made to be “honest”.
Some of the “facts” that have come out of the woodwork have obviously shocked even our hardened , embattled MP’s and Civil Servants, which is why there are changes afoot.
Yes there’s been a delay , but maybe the delay will allow those who are pushing for full disclosure to achieve it. I’m sure we can still maintain State Security but also not use the State as a “protection racket” to allow poor conduct and incompetence to dominate a Service that we should be able to trust and have confidence in.
